Key Achievement period quarter 1/2022

The key results of the progressive from the implementation of the SSTVET demonstrated by each its output bellow:

Output 1: Teaching and learning environments at eight TVET colleges upgraded​
1.1. Establish project implementation units at each project college
  • The SSTVET project steering committee and project Management Unit has been officially assigned by minister of Ministry of Education and Sports, referent no. 6267/MoES.TVED, dated 12 October 2016. Download 
  • ​The SSTVET project management unit in charge for each project area has been assigned by director of TVED, referent no.1299/MoES.TVED, dated 14 August 2017. Download 
1.2. Prepare civil works at five project colleges
The 1st Batch:
  1. Pakpasak Technical College:  Civil works in this college consist of the construction of a new 4-storey building for the Logistics and Civil Engineering Department. Currently the progress of civil works is 100%, but the contract period ended in November 2019 while the contractor finished the work in January 2020.​
  2. Savannakhet Technical and Vocational College: There are 2 workshops (for Automotive and Civil Engineering Dept) in the newly constructed (100% completed) building.
  3. Vientiane-Hanoi Friendship Technical and Vocational College: Civil works in this college consist of the construction of a new 4-storey building for classrooms/workshops. The building was 100% completed in November 2019.
  4. Khammouane Technical and Vocational College: A workshop building was constructed for the Food Processing Department. All works were completed in August 2018 and the building is being used by the college.
  5. Polytechnic Technical College: Civil works in this college consist of the construction of a 2-storey building for the Environmental and Mapping Department. All works were completed 100% by the end of August 2018. The building was turned over and is being used by the college.
The 2nd Batch: With the use of ​budget saving from the first batch civil work bidding which the ADB mission review had no objection to use budget in this category to support civil work to 5 colleges as following:

The 3rd Batch:
During the mid-term review the mission (3-12 March 2020) agreed to allocate budget to support another civil work to 3 TVET colleges as following:
  1. Papaksak Technical College: 4 storey building amount of $980,000. 100% Completed and handover on Mid-December 2021.
  2. Khammoaune Technical-Vocational College: 1 male dormitory amount of $95,000, BER approved on 28 October 2020 and the contract signed on 9 November 2020, by end of September 2021, 100% completed.
  3. Vientiane-Hanoi Friendship TVC: 1 Canteen amount of $60,000; BER approved on 28 October 2020 and the contract signed on 9 November 2020, completed on 7 April 2021.
  4. Savannakhet Technical and Vocational College: Pathway access amount of $24,972. Contract signed on 16 September 2021, expected completion in the middle of October 2021.
  5. Technical College of Vientiane Province: Renovation of three dormitories’ roofing and expansion of tailoring workshop amount of $65,281. Contract signed on 16 September 2021, expected completion in the middle of October 2021.
  6. Khammoaune Technical and Vocational College: Construction of one kitchen and one toilet amount $59,927. Contract signed on 16 September 2021, 100% completed and handover on Mid-December 2021.
  7. Dongkhamxang Agriculture Technical College: Pathway access and landscape for workshop building amount of $21,993. Contract signed on 16 September 2021, expected completion in the middle of October 2021.
  8. Polytechnic College: Renovation of old dormitory (roofing, electrical system) and common kitchen amount of 96,921. Contract signed on 16 September 2021, expected completion in the middle of October 2021.
  9. Vientiane Province Technical College: Renovation of 3 dormitories’ roofing + expansion of tailoring workshop. 100% Completed and handover on Mid-December 2021.
  10. Champasak Technical-Vocational college: Construct path way access to new dormitories for male and female which contract signed on 22 November 2020 and completed on 22 March 2021.
​ ​1.3. Prepare and approve plans for procuring training equipment jointly with companies
  • All list of equipment for 8 colleges for 9 trade area has been finalized by both international and national experts
  • 16 packages of procurement has been procured and delivered to 8 colleges in which 1 IT equipment delivered in 2017 and the other 15 delivered in 2019 and there are still using saving budget to procure additional equipment for other project colleges (as listed bellow).
  • There is also a saving from biding mechanism amount to $676,096.94 and the ADB review mission during July 2019 had approved to procure more equipment to 
Batch 1:
Savannakhet TVC:
(1) Automotive equipment delivered on 11 October 2019
(2) Road and bridge equipment delivered on18 October 2019.
Pakpasak College:
(3) Building construction equipment handed over on 30 September 2019.
(4) Logistics equipment in the process of delivering
Polytechnic College:
(5) Survey mapping  handed over on 24 May 2019.
(6) environment equipment handed over on 24 May 2019.
Champasak TVC:
(7) IT equipment handed over on 22 November 2017
(8) Electrical equipment, expected to hand over on July 2021

Dongkhamxang agriculture TVC:
(9) Bio-agriculture equipment handed over on 30 January 2019.
(10) Veterinary equipment handed over on 2 April 2019.
Vientiane Province TC:
(11) Mechanical Equipment handed over on 29 May 2019
(12) Electrical Equipment is in the process of delivering
Khammoane TVC:
(13) Food Processing equipment handed over on 28 June 2019.
(14) Electrical Equipment is in the process of delivering
Vientiane-Hanoi TVC:
(15) Multimedia  equipment handed over on 21 November 2019.
(16) IT network equipment handed over on 21 November 2019.​ 

​Batch 2:
  1. Equipment and tools for IT (Savanakhet, Pakpassack, Khamoaune, Polytechnic TVSs) and Completed and handover on 26 February 2021;
  2. Equipment and tools for automotive and road and bridge (Savannakhet TVC), Contract signed on 31 March for automotive and contract signed on 25 November 2020 for road and bridge. Handover to the college was already completed in March 2021;
  3. Equipment and tools for surveying and land mapping-environmental studies laboratory 2 for Polytechnic College, Contract signed on 20 March and handover completed on 16 July 2020.;
  4. Equipment and tools for welding and automotive (Pakpassack TV), Contract signed on 31 March and handover completed 18 July 2020.
  5. Equipment and tools for garments (Pakpassack TC and Savannkhet TVC), Contract signed on 22 Jan and handover completed 16 Feb 2020.
  6. Automotive for KTVC: Delivery and handover in 21st July 2021.
Batch 3:
  1. Xaysomboun Vocational School, equipment for 4 trade areas (building construction, agriculture, general repair and electrical technical trade), Bid opening held on 5 April 2021 and the contract awarding expected on 6 May 2021, expected delivery in Q1 2022.
  2. Advance technology robotic arms for Pakpasak and Champasak project colleges, hand over on 26 February 2021
  3. Additional ICT equipment for Champasak and Vientiane-Hanoi Friendship, Signed contract on 2 February 2021 and handed over on 2 August 2021.
  4. Additional electrical and accessories for Vientiane Province TC, Khammouane TVC and Champasak TVC, Signed contract on 4 March 2021 and handed over on 2 August 2021.
  5. Additional equipment accessories for automotive for Pakpasak TC, Vientiane Province TC, Khammoaune TVC and Savannakhet TVC, Signed contract on 4 March 2021 and expected to handover in Q1 2022.
  6. Additional veterinary and bio-agriculture equipment and tools for Dongkhamxang, Signed contract on 2 February 2021 and will be handed over on 2 April 2021.
  7. Basic mechanical tools for 7 colleges: The technical specification is under preparation and the contract is expected to be signed on October 2021.
  8. Printing of Learning Elements of 201 modules for distribution to 25 Colleges: Signed the contract on 16 December 2021 and delivery expected by the beginning of Feb 2022.
  9. Sewing machines for 3 TVET colleges (Khammouane TVC, Champasak TVC, and Technical College of Vientiane Province), The technical specification is under preparation and the contract was signed in October 2021.
  10. Agro-machinery for Champasak TVET college, The technical specification is under preparation and the contract was in October 2021.
  11. Office equipment TVED and Colleges, The ADB approved to sign the contract on 28 September 2021 and the contract was signed on 1 October 2021.
  12. Printing of Implementation Manual for 09 trade areas and 03 curriculum of solar energy for 25 TVET colleges, The technical specification is under preparation and the contract was signed in October 2021.
  13. Equipment for electricity, construction, and machinery for Xaysomboun Vocational School, Signed the contract on 24 Dec 2021 and expected to deliver in the middle of Feb 2022.
  14. Basic mechanical tools for 7 colleges, Signed the contract on 24 Dec 2021 and expected to deliver in the middle of Feb 2022.​
On going procured: from project savings, additional equipment for Automotive (Pakpasak, TCVP, STVC) and Electrical equipment (TVCVP, KTVC, Pakpasak) and advance technology equipment for Pakpasak and CTVC and others were also procured per the below:
  1. Pakpasak TC and Champasak TVC: equipment and tools for advanced technology (GS32), Training on the use of the equipment delayed due to COVID-19; expected to be provided by May 2022.
  2. Printing of learning elements of 201 modules to distribute to 25 colleges (GS29), Signed the contract with supplier on 16 December 2021 and printing on progress and expected to delivery to the province on Feb 2022.
  3. Khammouane TVC: electrical equipment and accessories (GS34), Signed the contract with supplier on 24 November 2021 and expected to delivery to the Colleges on Feb 2022.
  4. Xaysomboun Vocational School: equipment for electricity, construction, and machinery (GS41), Signed the contract with supplier on 24 November 2021 and expected to delivery to the Colleges on Feb 2022.
  5.  Basic mechanical tools for 7 colleges (GS42), Signed the contract with supplier on 24 November 2021 and expected to delivery to the Colleges on Feb 2022.
  6. Sewing machines for 3 TVET colleges (GS43), Signed the contract with supplier on 24 November 2021 and expected to delivery to the Colleges on Feb 2022.
  7. ​Printing of implementation manual for 9 trade areas and 3 curriculums for solar energy (GS46), Signed the contract with supplier on 16 December 2021 and printing on progress and expected to delivery to the province on Feb 2022.
  8. Transport for TVED use to monitor TVET colleges after project closing (GS47), Signed the contract with supplier on 19 September 2021 and already shipped to Vientiane and now taxes exemption on progress.
1.5. Initiate process to procure equipment and tendering starts
  • The process of cost estimation for each package has been proceed by SSTVET project procurement specialist in collaboration with DTL of output 2,  as of 31 December 2018 for the rest of package in accordance with completion time line of civil work within 2020.
1.6. Integrate the use of new equipment in training plans
  • The colleges is preparing inventory and improved the assets management within the colleges, including an operation and maintenance plan.
  • The equipment has partially integrated in the teaching-learning due to curriculum development is delayed and learning elements still under develop.

Output 2: Quality and relevance of demand-driven programs improved
2.1. Prepare training plan for teachers and managers and approve training strategy​
  • Rapid verification TNA of the colleges' teachers, managers of 8 colleges has been conducted, 32 modules has been identified for both teachers and managers/administrators in which 20 modules conduct via Teacher Training Division (TTD) and 12 modules through capacity building firms.
  • Capacity building plan has been developed, including budget plan which all of these document has been sent to ADB for approval and TTD had a long term capacity building strategy plan 2021-2025 with support of SSTVET consultant (document will be enclose sooner) 
2.2. Start training programs
  • There are some training has been conducted which use budget from work plan like electrical workshop management, curriculum development, tracer study, stipend and modular written, college-based industry partnership meeting, career guidance and counseling for TVET's administrators/managers. ​
  • 1,102 (481 females, 44%) teachers as unique number has been trained by 25 master trainers on learner centered approach by end of December 2019 but the following up on the adaptation of LCA can only be assessed in 2020 by TTD and VEDI in collaboration with SSTVET consultants. In summary, a total of 599 (290 female or 48%) teachers were assessed, wherein 95% (566; 278 female or 49%) were LCA user certified.    (95% against 50% DMF target) had certified of adaptation learner-centre in learning-teaching and 100% their lesson plan (Training Activity Matrix) had integrated theory and practice (document enclosed in download page of this web page)
  • 59 (81% against 80% DMF target) out of 73 females administrators/managers from project colleges has been trained on management skills topics like college development planning, dormitory management, library management, workshop management, college development plan, high quality teaching approach, creating learning and teaching environment, project management by TTD.
  • About 1,140 (485 females, 42%) trained by TTD and capacity building firms for teachers and administrators/managers on technical aspect like coaching and mentoring on using new equipment, labor market survey, entrepreneurial management, business management, laboratory management...etc.
2.3. Select areas for developing new curriculum and teaching materials jointly with companies and prepare new       
        training material and course content starts
  • There are 9 trade areas has been identify by the project document: (1) Road and Bridge construction; (2) Electrical Technique; (3)  Building Construction; (4) Logistics; (5) Multi-media--Graphic Design and IT networking; (6) Agriculture 'Bio-Agriculture; (7) Veterinary; (8) Food Processing and (9) Automotive Servicing. All of those were completely developed, printed, distributed the approval curricular but skills standard still not yet approved.
  • The learning elements for each module are in the process of developing in C1 and C2 in order to be able to teach based on CBT mode of delivery and able to use new equipment stated in the each learning element to produce competence students. As of September 2021, the writers submitted all learning element for 201 modules and in the process of preparing buds documents.
2.4. Select 3rd batch of teachers for academic upgrading
  • The guideline and selection criteria for teachers and managers of TVET institutions academic upgrading in the process of development state and collect information from academic upgrade program from providers.
    • Beginning of 2019, the guideline has a second revised by including the payment procedure for tuition and stipend fee to teachers in order to speed up the payment.
    • The MOU has been signed between department of TVET and NUOL.
    • 154 teachers, administrators/managers had been upgraded their academic from high diploma to bachelor 26 persons (21 females, 81%),  and from Bachelor to master programs 128 persons (44 females, 34% ), graduated 81 teachers in September 2021. 
​2.5. Start upgrading of academic programs
  • 154 teachers has been commenced to attend Master and Bachelor degree as of 31 December 2019 in the 4 Universities, Thailand and Vietnam with 49 females (38%) teachers. Out of those 26 (21 females, 81%) teachers took bachelor program in which graduated 20 teachers out of those [11 females, 9 males as of September 2021 and 128  teachers took master program, females 35% in which graduated 81 persons [ out those 32 females, 49 males] as of September 2021 .​​
Output 3: Access to TVET institutions for disadvantaged students increased
​3.1. Approve criteria for selecting poor students under the stipend scheme
  • The stipend criteria and mechanism in selecting the poor students has been approved by both Minister and ADB. The selection is in work progress for 8 school under scope of the project. 
​3.2. Deliver stipend to disadvantaged students
  • As of March 2022, there are total 5,326 (3,008 females, 56% ) students has been enrolled. In which 4,884 (2,739 females, 56%) from poor family.
​3.3. Prepare and ready draft strategy for the TVET campaign
  • TOR has been approved by the department of technical-vocational education. Many social media has been developed in order to enhance the access of youth into TVET like 
3.4. Start project-financed promotion activities
  • There is a plan from colleges under project has been sent to TVED and the project revised.
  • The budget plan on colleges' promotion has been sent to ADB for approval.
